I am thinking about finding other review videos that people made, re-upload them with a slightly different title, and then put my affiliate link in it. Is it possible to make money that way?

You may make money...it depends on the niche. But why would you want to base your business around ripping off someone else's material?? Just take the time and make the videos yourself or go to fiverr and hire someone for $5 to make a video for you!

  If you don't have much money to start with, you will end up with even less after the legal stuff happens.
  
  You are far better just investing a few dollars up front and not sweating than hoping to make some money off the back of someone else and end up sweating over it and then the question becomes irrelevant.
