Try oDesk.

No monthly fee.

You can sign up without paying anything, you only pay for the contracters.

oDesk take 10% of the contracters money you pay them and that's it.

Pretty happy with them.

As already mentioned, odesk.com. Most of the talent I hire come from odesk - fiverr isn't that great if you want quality work done.
