AdWords Campaign Structure

Assuming you are bidding on a very general keyword in one adgroup, and in a second adgroup you are bidding on a more specific version of that same keyword, is it possible that the first adgroup could display more often for the specific version of that keyword, than the second more targeted adgroup? If so I obviously need to stop this. Should I simply go to the broad adgroup and negative match the part of the keyword that makes it more specific? This won't hurt the campaign will it?
