Is meta description as important as I think it is?

..not in terms of SEO, but in terms of selling.

When you think of it, it's the first thing most potential customers see in the search engine results.

If I was looking to buy a frog - and 'buyafrog.com' was listed at #1, but had a description that read 'Buy cheapest here'.

But - result 3, 'buyfrognow.com' had 'Buy elite and healthy pet frogs with free shipping and a starter care kit'...I'd opt to visit that site first.

So, as a first point of contact with the customer - isn't it very important? And, is there a formula for the best thing to write?

It is very important because as you explained, it has a lot to do with your click thru rate. There's no exact formula, but you want to make it full explanatory of what that specific page is about, while also getting your keyword(s) in there.

The meta description is really a small factor in SEO. HOWEVER it can be one of the strongest factors in getting that oh so important click through to your website.

When it comes to your meta descriptions you want to do exactly what you described in your example. Grab the readers attention, pique their curiosity, and...

leave them want more. So they will click through to your site!

Whatever google does with their search algorithm, even if they ignore meta descriptions for ranking sites, it still is a big deal to the person who is doing the search.
Even on my personal usage, if I do a google search and the other sites there on the first page did not have tho whole keyword visible in the description, I sometimes go out of the way to look for the site that has the complete keyword in "quotes", because that possibly is the relevant site I'm looking for.

It depends. If a search doesn't include keywords contained in the meta description tag, nothing will be bolded in the description Google displays.

However, if you don't have a description tag, Google will grap a snippet of your page that contains the keywords and then will bold the keywords. This has been proven to increase click throughs.

So...If the keywords are included in the description tag, it's a big advantage. But if Google is showing a page of your's in the SERPs that doesn't have the keywords in the description tag, you are probably better off without any description tag at all and just let Google create one.

Check your site stats and see which keywords are bringing you traffic and add them to your meta description for the best results.

It is important for you who knows a lot about Internet. You know what my mom does? She always, always click on the 1st result no matter what.

My mom and similar people represent at least 90% of the Internet users.

    M. Desc. will get you a click or two more but don't expect your business to get to a whole new level by changing it.
