Pay Per Lead With List Building?!

INTERNET MARKETING

I have been on Safeswaps for a while now, and i recently noticed someone who is reputable, paying for people to get subscribers for them.

Basically, you send them the traffic, any subscribers they get, they pay you $2 per lead generated.

So, that brings a question up for me. How many others are there like this in the IM niche?

I know all about CPA. However, this person has setup a normal squeeze pages like normal people do for IM niche, blogging, etc. And is paying people $2 per optin, so he can build his list.

This isn't advertised on a CPA Network. Its just a normal marketer paying per lead.

I just want to know if there are any more people doing the same?
