You can simply download wordpress from their website - www.wordpress.org. In order for WP to run on your windows machine, you need to download xampp - www.sourceforge.net/projects/xampp and then install it and you can build your website locally on your pc. If you already have web hosting like hostgator you can do a simple one click install with fantastico and have your new wordpress website up in minutes.

They're are countless youtube videos that expalin it all. Just look up how to use xampp for wordpress or how to install wordpress with fantasico. Hopefully this helps.

Once you have a web hosting account like hostgator, you can install wordpress using fantastico. It's really easy and quick to do.

Although this is true you should be aware that it is the WORST way to install WordPress. Fantastico and QuickInstall are fine for test sites, but you never want your real money-making sites installed with such an insecure method. Hackers love Fantastico installations, it makes their job so much easier.

Installing WordPress manually is very simple, the "hardest" thing you'd have to do is create a simple MySQL database and remember the login information. By doing a manual installation you can change things like the database table prefix and add security codes to your wp-config.php file (the main WordPress configuration file). For additional security you could also move wp-config.php to another location as well.

As Istvan already stated your local computer has NOTHING to do with installing a web-based application like WordPress! All you need is a web browser, your computer can be Windows, Mac or LINUX.

Until your post I have never heard of Microsoft Webmatrix. From their page it looks like a GUI shell to install scripts with, is that correct? Seems like a real overkill to install a simple script like WordPress.

This page should answer all your questions:

If you want to run WordPress locally (on your laptop) you need something like WampServer, the web development platform on Windows - Apache, MySQL, PHP (to install and run Apache, etc.). Then you can download and install WordPress.

If you want to run WP on a website, you just need to download the files, and upload them to your web-hosting account. Then open the site URL in your browser and follow the prompts. Some hosting accounts also offer "one-click" installations via Fantastico, and the like.

Like advised above, WP is online, you just install it on your hosting server.
If you don't know how to, most popular hosting services offer this for free and it's super easy to install.

They all provide valid points. It just depends on whether you want wordpress locally on your pc or whether you want it hosted. The best thing to do is manually install wp on a hosting account if you want it to be more secure than stated above. As for learning wordpress you may want to check my sig file below.

    Hope this helps.

What if he wants to run WordPress locally, maybe for development? Then he can install it on his laptop with the help of something like WAMP.

Or if he runs LINUX on his laptop he could just install Apache and he's good to go.

But I don't think that was the original intent of the OP's question, of course maybe it was and he just worded it poorly.
