Is it possible to get Targeted Traffic using social marketing?

Just starting a discussion. This Ques. just came 2 my mind.
Yes in some cases we can get targeted traffic using social marketing but in many cases it wont work like that.
So wont it be a nice thing to bring traffic (both targeted & non-targeted) to ur website using social marketing like FB, Twitter, some community websites and create a great movement or activity about ur website in the web-world. And then some or few non targeted visitors will talk about ur site in their social circle to send u targeted visitors.

Note:
I m a newbie in social marketing (I have FB & twitter acct. but I dont consider myself expert) and so this ques. may be dumb...Plz bear with me

Facebook have ads, very targeted including age, geo, etc.

yup, facebook ads can target according to location, gender, age, interests...

twitter - follow the followers of people related to your niche and they will usually in turn follow you back thus, you have targeted traffic...

I think it's very possible to get a targeted traffic from social media , even with free method like the basic use of social media sites... You can test your friends first by passing them links to visit. What's their reaction? I think with twitter and facebook, the people are already segmented into groups and who they follow... right?
