Issues with lead creation and CoReg for phone numbers. Help needed

I have gone through a few companies in the past week. All claimed they could get optin phone/email data for my online retail company. The data has been horrible. One of the companies made a suggestion that I have the creative with a drop down box it in asking the consumer the time the would prefer for us to call. By doing this it would target the subscriber more. The other companies provided data that was nailed by at least ten other companies in the same day. I am looking for at least 250 phone numbers from people who really want our services. I could care less what the price is because we have a huge budget and this is just a test. The other companies were charging me around $8 a lead for garbage.

I do like the idea of forcing the user to place a time they want us to call in order to validate the lead for us.

Any suggestions on a top quality company? Are we approaching it wrong?

This is for an online jewelry company with a very unique, profitable, and in-demand product.

    Brian,
    I'd say you need to be asking lots of questions where the leads are coming from and if you can get an exclusive deal. Without the exclusivity you are competing with all other companies they have sold the leads to.
    I have a few lead generation sites in the UK and look to sign an exclusive deal with one company from the niche. It works better for both parties as the leads are their's solely and I only have to deal one client.
