Tax ID for Affiliate in Romania?

My business is located in Nevada, USA. I have an affiliate in Romania that I'll owe a first payment to next month. This will be my first payment to a non-American. My question is, does anyone know what type/kind of "Tax ID, SSN, VAT" I need from them to keep on record as far as taxes go? What am I asking them for? What Romanian tax info do I need on file before releasing a payment?
