Two-tier affiliate payment gateways - are any usable?

Does anyone own a membership product that uses a two-tier affiliate program? I could use some advice...

I've been looking into the actual technicalities of setting up a membership site and payment processor for almost a month now. I thought the hardest part of IM was the marketing, product creation and relationship building, you rarely see any posts about the technicalities of actually building the site.

I'm about to create a membership site that I'd like to promote with a two-tier affiliate system.

I've looked at Clickbank, but their two-tier system seems complicated and difficult to use. I'd like to keep things simple for my affiliates so there is more chance of getting them.

I'd rather use instant commissions as these attract more affiliates, but mainly because I'd rather not have the full sales price coming through my account and me being liable for tax on the full price of the sale (if I'm offering 75% to affiliates then I'll pay at least three times more tax than with instant commissions). As much as I'd like to help the British government during the recession, I'd rather not give them all my profits

The payment processors that use instant commissions (such as RAP, JVZoo or Digiresults) all seem to use Paypal as the payment gateway and two-tier affiliate systems are (apparently) against their terms.

So finally, here's the question I'd like to ask:

How does anyone offer a two-tier affiliate commission without being robbed by the tax man?
