Anyone else think Google +1 button is a bit confusing?

So I'm using the +1 button in one of my sites and to date it had 26 +1's. Now I see my site again but it only has 25 +1's. This only means a user clicked before and decided to click again today.

Not sure of if he actually decided to dislike my site but I think he clicked again because he probably wants to give it another +1. But since the button's design is confusing, it's quite hard for the average user to know the difference between +1 or -1 button since the -1 button still has a + sign in it.

In my opinion, G+1 button should be redesigned as the confusion could cause unintentional -1s. Do you agree?
