Is this bad practice?

Hi all, I have a theory question and am looking for guidance. Note, I have not actually done this, but I am in a situation and want to do the right thing.

I am paying for incent traffic from a network that converts only when a user signs up and completes an offer. As an example, say 1 out of 10 users sign up and complete an offer to trigger the lead and payout. This leaves 9 out of 10 users that signed up for the list but did not complete the offer (and were essentially "free" users).

Is it bad practice to email to all 10 of these users, or can you just email the 1 user that you paid for? Or, is the expectation that the lead price for that 1 user of 10 will reflect any revenue earned on the other 9 as well?

    Sounds like you're talking about cpa offers. Cost Per Action or Cost per lead. If they sign up and enter their info you get paid. If they don't who cares right. Next...
