What career / education can handle these requirements?

I need to hire someone who has experience in both sales and marketing but because of the nature of what the job requires, I have no idea what kind of person would fill the role. The question I want to resolve is whether there is a specific career, education or well known industry position that exists that would encompass the requirements that I am after.

First let me describe how the business works and then what I want this person to do. I will refer to this person as "Mr. X".

A team of sales reps focus on retails stores and local businesses within a specific city. Their task is to try and sell a mobile service that brings both consumers and the business together using smartphone technology. Essentially, businesses can have their products and services published to smartphones.

The sales team records information about who the business is, what they offer, where they are located, size, whether they signed up and other metrics.

Mr. X's job is to take this data and do a number of things with it:

1. Determine a strategy that optimizes selling. For example, if 60% of the businesses signing up are food related (such as restaurants), then how should this influence how sales are carried out in other cities where a sales team will be deployed? Are there certain patterns that can be viewed that indicate higher customer acquisition and can these patterns be duplicated? Are younger store managers more likely to sign up than older ones? And many other questions. Mr. X needs to address these questions and come up with one or more strategies to maximize sales.

2. Businesses want repeat customers. A lot of businesses have different ways on how they accomplish this. Some might employ a customer loyalty program that gives rewards for repeat purchases. What kinds of customer loyalty programs are there? Can these be translated into something in the mobile world that users find useful? Mr. X needs to be knowledgeable of various customer loyalty programs and which ones are applicable to which kinds of businesses.

3. Businesses want to analyze data when they use the service. For example, which ads/deals are working the most? How do theirs compare with their competitors? Mr. X needs to figure out the kinds of online analytical tools that need to be part of the service that businesses can use to identify what is working for them and what isn't and offer suggestions on how to improve. For example: Is their product price too high? Should they be selling on a different day of the week? Are more women buying it than men?

4. Mr. X needs to think of features that should get developed and integrated into the mobile and web app that will help businesses get a good ROI which essentially means that the service being offered to them brings them higher revenue.

Ideally, Mr. X has some university degree and experience and has worked in some related industry. My question is, what kind of degree (or degrees)? There are no doubt people already doing this kind of work for companies, so what kind of title or role do they have? Is this a job that one person can handle or should it be broken into two distinct job functions with two people doing it?

    i'd say that you need a Business/Data analyst with a degree and some experience in business and marketing

    Considering that you are establishing this business, you would need someone with experience in order to help you go through

    lets say maybe
    -About 5+ years of relevant experience;
    -A track record of successful program execution in both B2B and B2C
    -A grasp of latest and cutting-edge tools, technologies, and methodologies to analyze the market, competition and your progress.
    -Excellent presentation, communication, analytical and problem-solving skills;
    -A minimum of a bachelors degree in business/management, information management and such, with preference to people with higher experience

    Try to google Business / Data analyst jobs with your requirements i.e. business mobile service analyst or such, explore similar jobs in major companies and see what are their requirements to get a better idea
