    I don't know about what the phone company charges, but I call paypal a couple of times per month and have never been charged for the call.

      Paypal doesn't charge for phone consultation, phone companies do charge for long distant calls if you don't have an unlimited service plan with your phone company.

    Agreed with the above. don't try recording any calls to Paypal, they refuse to speak with you if you do even though they record them themselves

      In this phone call, PayPal was advised that the call might be recorded, and the PayPal tech remained on the line for 20 minutes:

    they dont charge. it all depends on your network provider. Its free from america not so sure how mych it will cost from your country but i think it will.

    Well it might have been as a result of that that they refused it, or the fact that I was in the office of The Financial Ombudsman. One way or the other they refused to take the conversation past the initial greetings.

      I am betting that individual operators exercise their right not to be put "on the record".

            The only factor that plays is that their are phone toll charges from Greece to the UK, and that may be minimized by using a service like Skype.

            The only other possible factor is if the OP wants to communicate with an Irishman in Greek. :p

    On budget, always use Skype out. You can even purchase an unlimited monthly package (whole Europe 9 dollars, one country 7 dollars) and speak on landlines as long as you can. When dealing with PayPal helplines, this would be the wisest solution, I think.
    So, here is the answer: it costs 7 dollars (6.99 to be exact) to call PayPal.
