60 Day Domain Transfer Rule

I am aware that you need to wait 60 before transferring a domain. But, as I was reading the ICANN policy, it sounded like it is alright to transfer within that period as long as the registrars agree to transfer or it occurs at the same registrar.

So if I purchased a site on February 15th and it transferred from GoDaddy to Namecheap, does that mean that I can transfer the domain whenever to another Namecheap account? Must I wait 60 days only to transfer to GoDaddy or to Name.com?

Here is the official ICANN policy:
ICANN | Policy on Transfer of Registrations between Registrars

If you search for "60" it's about halfway down the page.

I believe you understand it correctly.

In the second paragraph you wrote "site" instead of "domain name" but I think that is what you meant.

I don't have any experience transferring between 2 different registrars within the 60 days but I have done LOTS of transfers within the same registrar (usually GoDaddy) within the 60 days and never had a problem or was required to do anything special.

If the domain is being held at a registrar for 60 days, to transfer it to someone else you just get that someone else to register at the registrar and then push the domain to them.

Why would Godaddy sell you a $1 domain and then let you instantly transfer it to namecheap?
You are going to have to sit it out for 60 days.
