I did not get the service I paid for so how do I Chargeback or Claim Back my Paypal Payment to fraud sellers.

    You start by opening a dispute at PayPal - because it was a service, you will most likely lose the dispute, but it has the effect of at least formally tacking a complaint onto the seller's account.

    The chargeback is done through your bank or credit card company. Be absolutely certain you did not receive everything you paid for - buyers often mistakenly believe that a chargeback guarantees them getting their money back...that's not correct. Sellers can and do win chargebacks all the time.

    Like Big Mike said, log into your PayPal account and file a claim. Have emails handy so you can prove that you tried to communicate with the seller. PayPal will use that as evidence in their review process.

    Should I write to FBI internet crime department because the fraud sellers accept subscription payments?

    If they scam 1,000 people for $20 each, they will earn $20,000 free money.

    Whenever there is a scam I always think of the FBI first.

      LOL, FBI doesn't care.
      Are you sure the seller is scammer? Most of the buyers that claim scam, it's just because they're impatient.
      If he's really scamming, open dispute. Explain to PayPal if the seller is scammer. Wait for PayPal to investigate. Once you win the case, you'll get your money back.
