    There are a lot of good, and bad coders/freelancers at each of the sites you mentioned.

    The more things you can do to identify if potential candidates are good or not, the better.

    For example, include key instructions in your request - such as "to prove you have read these instructions fully, include the keyword "I would like to work with you" in your reply"

    Ask for references

    Ask to see their previous work, and verify it with their references

    Test them out on non-critical tasks first.

    oDesk is the place I have had the most luck finding quality freelancers. The problem with these sites is the good ones get so much recurring work so quickly that they are only applying to jobs for a few weeks before they have all the work they need and then they stop.

    What you can do is search or good resumes/portfolios and invite people to apply, that way even if they aren't still actively searching the jobs they will get an email about yours.

    Good luck, there are a ton of fakers out there.

    What kind of job would you like done? There are plenty:

    For writing services I would use: Iwriter.com
    For ebook design: Right here in wf or fiverr at times..
    etc etc..

    I think odesk is the best for hiring someone. You have a good platform where you can monitor the writers' work, and as far as I've seen, no other site offers that.

    I use the following two places
    Odesk & onlinejobs.ph
    Personally i like Filipino workers and you can find some really great hardworking people at onlinejobs.ph
    Do you due diligence though and as mentioned above specify simply things in the job listing that they must do. This firstly shows that they have fully read the job listing and that they can follow instructions. Its also good to set up a test task and if you have say 2 or 3 people you are thinking about, give them all the same test task and hire who ever performs the best.
