help - how to find outbound sales person?

hi
i need sales agent for outbound sales.
i posted project in odesk , i hired few people for test.
although they reply to my post it's look like they don't really want to work, so many "reasons" why they can't work today and they will start tomorrow or next week, they have another boss and he changed hours work, there is a street party etc.

need your help, how to find sales agent With motivation to work?
maybe it better to find agency?

any recommendation?

    Did you interview the people before hiring them? When posting a job, make sure you clearly outline what you expect - including when you want them to start.

    While their reasons for not wanting to start immediately could be legitimate, I wouldn't hire anyone that offers excuses such as "a street party".

    I'd suggest closing and reposting the job -
    1: clearly outline what the job is about, and describe your "ideal candidate"
    2: List required skills
    3: Your expectations of them
    4: Try to start a conversation (I can't think of an example, but ask them a question that will make them think before posting an answer)
    5: Make sure the hourly rate is high enough to attract quality contractors (look at other similar jobs)
