Where is the best place to find a Wordpress plugin developer and what are common rates for creating a plugin?

Just post something on elance or odesk. Make sure you look at their past work and be very very specific about what you want. Rates will differ based on experience and location. I wouldn't often go lower than about $20 an hour, with some exceptions, the cheaper the harder to manage.

Thanks! Would you know how many hours no average it takes to create a plugin?

Are website app/scripts around the same hourly rate for development?

I don't think anyone can answer that question without knowing what the plugin is. It could be a few hours it could be a few hundred or thousand. What are you looking to do with it?

Plugins are fairly generic PHP so most PHP developers will be able to have a crack at it so it wouldn't be much more than the typical PHP programmer. iPhone apps would be different because it's a totally different technology but it shouldn't be that hard to find a PHP developer who can have a crack at a WP plugin.

scriptlance.com, odesk.com, probably Products & Services section on this very forum... There is no such thing as common rate, it depends on the complexity of your plugin, can be $10 and can be thousands.

I'm generally not a fan of linking to WSOs from the main forum, but this caught my eye and may be helpful to you...

I haven't purchased it yet, but the impression I got (from the sales page and reviews) seems to be that it is solid information on finding a plugin producer to create your plugin and do it correctly.

No way anyone can answer this for you.

It is FREE to post on some freelance sites.

Post your job, and let developers bid. You'll be able to review their abilities and rates and decide what you want to pay and to who. Even though some will have an hourly rate, you can determine a set rate for the project.

I had developed one last year, but I didn't possess the programming skills to create it so I went to vWorker.com and had a guy make it there. It ended up costing me around $75 I think and was a wonderful experience.

Here's what you need to do before you try to outsource it, though:
    1) Think through the entire thing in painstaking detail.
    2) Write it down in the most linear fashion possible. (Example: Step 1 - User clicks button. Step 2 - button causes action 1 to happen. Step 3 - action 1 is checked to see if action 2, 3, and/or 4 needs to happen.)
    3) Draw it out with a pencil and paper or your favorite drawing program.
    4) Look over what you've done and simplify it.
    5) Repeat #4 until you can't repeat it anymore.

Once I was able to do that, my programmer was able to code the project in less than a week with very few questions, and he got it exactly as I wanted it. He also told me it was one of the easiest projects he'd done because I had taken out all of the decisions...he just had to follow the map that I drew for him.
