How to make affiliate program for service?

I have started a business that affords people helpful roadside assist type services by calling into an easy-to-remember toll free number (customers will pay a monthly subscription). I know a lot of people are product focused with their affiliate program, but right now I am completely service focused.
I want to start my own affiliate program now and I've started to look at JVZoo & Commission Junction. Does anyone think is one is better than another or does it make sense to sign up for both? Is an affiliate program a smart move to build the sales of services?
I plan to lay down groundrules for what I expect as basic expectations for my affiliates (certain minimum standards of good behavior such as do not spam, do not infringe on other affiliates, etc). Does anyone have a blueprint for how to lay out a robust affiliate program? Do most people just leave it up to JVZoo or CJ to maintain the rulebook or am I unique to want to lay out my own expectations for my affiliates?
