Here is what you have to do....

Launch Adobe Acrobat Professional. Click the "File" drop-down menu and select "Open." Click the "Browse" button and navigate to the PDF file to which you want to add audio.

Double-click the PDF document to open it in Adobe. Click the "Tools" drop-down menu, select "Multimedia" and click on the "Sound" tool. Double-click on the area of the PDF you want to embed the audio file. The Insert Sound dialog window will open.

Click the "Browse" button, navigate and select the audio file, and click "Open." Click the "OK" button. The area that you selected will display a "Play" icon. Click the "Select" tool from the menu bar.

Move the pointer over the embedded audio. The audio icon will change to the "Play" mode. Click the "Play" button to play the audio.

Then close and save the file.

Apache OpenOffice - The Free and Open Productivity Suite can do that. You can insert audio and video just as you would an image.
