Is it a good idea for a newbie to put on ads on other people websites (high traffic websites)
in order to get traffic, where can I find more information about this?

Hit the Warrior Forum search option and read up stuff on ad placements. The search option is 3rd from right...

This is fine but do you know if your site is already converting well? You could test for free by using a forum sig link or blog commenting, if that works then you can scale up with paid traffic. If however, money isn't an issue for you, then you can use paid traffic to test if the offer converts or not much quicker.

The point I'm trying to make (probably badly lol) is traffic isn't always the issue.

I agree. Before proceeding to paid traffic you have to be sure that your offer is absolutely irresistable otherwise you gonna lose money. Test it with good forum signature first.

Yes it's a great idea and it works I always use media buying to promote my websites. You could get traffic in short time, without need to wait for months just to see the traffic comes in.

Just use Buy Sell Ads to find websites to advertise on.

Yes its huge shortcut, gotta love paid traffic.
Like others mentioned you need to make sure you stuff is converting,
Before you spend a lot on ads.
Try Adbrite.com and see how it works for you.

Start with smaller sites first, and then move on to the bigger websites.

If you need traffic open an account with direct cpv or lead impact and experiment with cpv or cost per view. traffic costs from 2 to 10 cents per view. you can't go wrong.

Does these ad companies allow affiliate offers to be promoted, affiliate links, or links directly to opt-in forms?
