Solo Ad - Guaranteed 10,000 Visitors for $199?

INTERNET MARKETING

So every once in a while I spend some time looking for places in my niche - or as close to it as I can get - where I can do solo ads, and I just stumbled across this:

classifiedadcentral.com/main.cgi?prowealthbuilders (deliberately not linking!)

Has anyone used them? Have any feedback one way or another? I looked for legit reviews, and checked Reed Floren's site, but couldn't find anything.

PS: That's an affiliate site, and part of the reason I didn't link. The other reason? If they're bogus, why give them a link from WF?

  Since I'm guessing neither of you actually read the copy, I'll go a step further and state right here that it's IS TARGETED TRAFFIC! At least that's what they're saying, but who really knows? Hence, the question in the first place.

They only guarantee visitors. I dont think its targeted. There are way cheaper un-targeted traffic sources. Though I have not used them they appear to me as thousands of other traffic exchange and solo ad junk sites. I am sure they will deliver hits but are they any worth to you.

There is a reason why same FB or Adwords traffic will cost you $10K on average.
