Weird time to be inquiring about review

It seems I chose a strange time to start diving into the google places review. My question was originally going to be how to go about getting google places reviews for the purpose of improving the places ranking for my site.

Specifically, I wanted to know if anyone has experience with any experience with 3rd parties that can provide the service. Also, does the IP address location make a difference. I'm in canada so if I want to improve my places ranking do I need to get reviews from IP addresses that are local in my city? or can they be from anywhere?

Ofcourse, I'm learning that google just changed the whole places review business and now it has to come through google+. But would the above still make a difference, ie: Do the users that leave reviews have to have local Ips? Can this be done through proxying? and are there 3rd parites that can provide such a service?

      yes exactly. Can it be done done through proxying and does google look at the IP addresses from where review are posted.
