What is the effect of reviews on google places ranking?

I keep seeing the top search results for a few of the keywords have sites with many (I mean 20+) google places reviews.

My question to you folks is how much is this a factor? does it matter if your site has 1, 2 or three google places reviews? Does having 20 make that much of a difference?

And also, should these reviews be done from an IP Address that is local to your city?

Any help would be much appreciated

The reviews should be written by the customers of the business themselves. Their IPs would naturally be local...

It's a central factor for ranking Google places, that you need to have reviews. If you have a local business or doing it for a client, is making the business owner asking the customers for reviews going to be a big thing. Because not everyone does it.
