If they ask you for your bank account you need to put your bank account.

I'm not a lawyer, but I think, probably, they woudn't do this for all sorts of reasons connected with money-laundering regulations, and so on. If you'd paid money through GC by credit-card (which you can certainly do) and were getting it back, for some reason, I think they might then refund it to the same credit-card, but otherwise I suspect they can't/won't. But you should be asking them, not us.

    Alexa nailed it.

Aside from those issues though, seriously,
if you're selling stuff online, how do you
expect to get paid if you can't receive the
    money into a bank account?

That's going to be an issue with virtually
    any payment solution.

Equanto, I promise I'm not trying to be rude to you, and I realise you meant it helpfully, but this has absolutely nothing to do with what's being discussed in this thread. The OP is asking whether Google Checkout will allow him to withdraw his funds there directly to a Visa card - no more and no less. The answer to that question depends on the policies and procedures of Google Checkout (and on the law, but their policies and procedures will doubtless be legally complaint anyway).
