Sign up for bluehost or hostgator or some other company that has a one click install for Wordpress. It will do everything you need it to.

CMS = Content Management System. Very popular for creating blogs. Lots of different platforms to choose from - Wordpress, Joomla etc..,

I should add that they create sites that are very easy for non techie people to update and manage!

Congrats on setting up your site! As others have said start with hosting and a domain, and install wordpress.

If its help on what to write about, monetizing or getting traffic you need, then I have put together a free ecourse that might help, see signature.
