What, exactly, is 'KEI'?

I think it stands for 'Keyword Effectiveness Indicator', right?

How is it calculated? (Is it number of web sites for a given keyword, as shown by a Google search on that KW, divided by the number of times people use Google to search for that KW per month? Or, the other way around?)

More importantly, any guidelines on how it should be used? (The lower -or higher - the better? Any 'metrics' on some KEI below - or above which a KW should be worth promoting? Etc?)

And any recommendations on tools - preferably free or inexpensive - that I can use to find KEIs for KWs?
