Would you say a series of tips count as a 'how to' or even a 'course' material ?

they are not steps, but more basic tips.

or does it sound misleading ?

    I've writen a report on simple ways to increase your income and its just tips. A sentence or two each.

    It depends but I would use it either as a bonus to my info package or as a 'cheat sheet' for my info product package instead of selling it as ebook or report.
    But if you are giving it away as a freebie, I would brand it as a tip sheet or e-report.
