[Paypal Question] From Indian Sellers using Paypal.

First, i am thankful to paypal to let us (Indians) have PP account and i very well know that PP had made many adjustments as per RBI.

It's about refund. Every Indian seller using Paypal get there complete balance 'auto withdraw' once every 24hrs. So it leave the account with $0.00 until next sale comes in.
Problem is, few days back if i have to refund some one, i can simply use it by Credit Card directly. However now i have realised that paypal do not allow refund using Credit Card too. In a recent scenario, i tried to refund the customer however paypal wanted me to add some funds and when i tried to add funds (there's no ad fund tab in Indian PP accounts anymore) it says i cannot add fund using bank account. So, i do not have any way to refund a customer UNTIL i get a next sale and hopefully i refund him before balance get auto withdraw.
So, it's a weird cycle causing difficulty for me to process refunds.
It's like, to refund i NEED to wait for next sale to come in and if the sale come in and i get delayed in refunding, all money would gone to my bank account.
As an Indian PP user (seller), how you are managing refunds?
