Need Help --- Please!

I do have a question about duplicate content or what could be conceived of as duplicate content.

I have noticed that several of my competitors have created a number of pages whereby the only difference in content is the city and state name, and they are being indexed and searchable by Google. That is, whenever someone does a city or state specific search on an industry related topic, their respective sites are at the top of the first page. I know that the content is the same when I change their URL that resulted from a search, say /.../../Seattle, to /.../.../Boston.

I attempted to do the same, and though my site has been crawled considerably over the last two weeks, none of these pages have yet to come up in the search results. Am I being penalized by Panda or am I being too impatient waiting for some positive results? Please do not reply with an original content suggestion since I'm doing the exact same thing as my competitors.

    Well duplicate content is fine , as logn as there are syndicated / curated etc .. but along with the content , did you check their backlining strategy , video marketing strategy if any and social presence, as these are factors which affect your page rankings

      The one has the same pagerank as my site. So it's not about the pagerank or so it seems. When I do a search on a city, keyword and the name of my company, no page appears.

        I don't think pagerank is a good indicator of anything anymore. Have you looked at the back links, social media links etc... for these competing pages? Also, you need to compare page to page, not just the homepage of the site.

          I know that I changed the site in the last two weeks. Is that too soon to expect google to index the pages and have them be searchable?

            No.

            Some pages get indexed almost immediately.

            Have you built some social media links, particularly G+1?

              To a degree i.e. Twitter. I just created a Pinterest account as well. Do you think that G+ will help?

                  What plan of attack would you advise me to run with for the next 6 months? I'm currently committed to several forums, I'm leaving comments all over the place, I've gotten a high level on yahoo answers ....

      What do you mean by syndicated/curated? Also, how do I determine their back-linking strategy, and to that end what's a great plan of attack for the next 6 months?

      What I meant by that is I'm naming the title the same way ... The content is somewhat different as what's listed on my site is a bit different than theirs. More to the point, when I say their site, I mean all the competitors each have their own content and each one of them are superseding my visibility.

    Run a ranking search on their pages' target keywords. If the content is what you say it is, I highly doubt they would rank well without added curated/syndicated content. Dig deeper than the surface.
