    For starters contact the people, sites, email lists you want to exchange with. See who is up for it and take it from there!

    If you are the owner of the site and not an affiliate, I would recommend doing proper seo and work on your backlink building.

    If you check Google's keyword tool, "text ad exchange" gets 880 searches per month. So if you can get top ranking, you could bring in a lot of customers.
