Try making several copies and images and test them out. What I do is I upload 7-10 different images with the same copy. once I get a winner, I then use the exact same image and make several different copies. I then choose the top 3 ads that has the highest ctr and delete the rest.

This. One thing I learned about advertising on facebook is that your success all depends on the images you use to capture people's attention. Having a picture which makes people curious is crucial to getting clicks to your ads on facebook. Also don't forget to change around the text every so often to figure out which text converts best.

Split test the pictures, add borders, etc and as Carlo says keep the ad copy the same otherwise there are too many variables and you won't know what is working. Once you get a high CTR you can keep the picture and play with the copy. I would use the CPM model if you want exposure for your page and have a decent ad as the cost will be less per click.

However if you are unsure that your ad will generate a click, stick with the CPC model because you can burn up money quickly with CPM. Its all about testing and playing with ideas until you hit pay dirt. This is a great service to create images to split test btw - Crazy CTR

It totally depends on how accurately you have targeted your ad on Facebook and what it is you are advertising. Paid traffic world is all about testing. Unfortunately, it can be quite expensive. If you are looking for other ways to laser target traffic to your page, you could try adbrite or adknowledge. Have you created a webform on Facebook to build your list? If you aren't building your list, you will be wasting valuable dosh! Also, are you advertising the page to be 'liked'?

Yes, it is better to advertise through cpm. If your ad attracts a lot of clicks then you can get fans cheap.

**Another way to increase your clicks is by adding neon colors in your images.
