Trusted Affiliate Network?

I have heard of affiliate marketing recently and I've decided to give it a try, though I have no idea on how to do that, and I'd be glad if you'd help me:
-Can you name me some trusted affiliate programs/networks (is there a difference between a program and a network?)
-Is there a difference between an affiliate network to Ad Network? because I heard you use Ad Networks to publish your Affiliate Network links to wherever you need, for example , if you want to publish links to mobile users , you take the links from the affiliate network and use the ad network to publish it ? sorry if I am talking nonsense.
-Is there a way to target the links to specific users such as mobile users only or PC users only or for specific ages/countries? or you must publish the links over the internet in a way that the links match the targets you want?
