Google + is Google’s social network. A place page is a free business listing provided by Google. They are not the same.

For a places listing, yes a person that claims the listing must verify that they are either an owner of the business or that they are acting on behalf of the business owner. This can be done over the phone however lately Google has opted to send a post card to the business’s address with a pin number on it that the person can then enter into their account.

Here is some more info on Google places,

    Google

    Hope that helps,

    Shawn

If you created a new Google Place Page the you will need to verify it thru postcard verification. But if the Google place is already exist and you want to claim it you can choose between phone or postcard verification.
