There is a site that will allow you to create Flash banners using their web based GUI that is really good, but I can't think of for the life of me what the site is called.

Maybe someone else knows what I'm talking about and knows the name.

I have used bannersmall and they didnt even send me any design whatsoever. please be aware if you use them. others have also had the same problem

i didnt get any banners or my money back.

You should really take a look at the xheader.com banners from XsitePro.

1000 of them, they say. You dont have to have XsitePro to use them.

Free and they come with the application to tweak them to your satisfaction.
