You can certainly find lots of wonderful free templates for banners and headers on graphic sites. Photoshop has a learning curve but it is well worth the purchase and learning to use it. If your not design inclined check out Fiverr or Elance and have some folks make them for you reasonably cheap.

If you don't want to plop down a thousand dollars for Photoshop, check out GiMP (It's free) or any number of websites that have banner generators.

I've always loved and used Photoshop Elements. It should do everything you would want it to do and it's not very expensive. If you need free, you could try Gimp.

I use Photoshop Elements most of the time, but on occasion I use paint.net I have tired GIMP, but for me it had a long learning curve.

Inkscape is a little different, but works quite well, and is free also and I know there are some tutorials for that online.

Icun just launched Instant Banner Presence by Icun (Martin). I also use Logo Creator by Laughing Bird Software to create banners and headers. They get the job done and are very reasonably priced.

These are not aff links by the way. I'm suggesting them because they're what I use. Well...more so Logo Creator because I've had it for a little while now but I just added IBP to my aresenal and know I will be using it tons.

      I have LaughingBird LogoCreator also,
and I love it, it's amazing how it puts
      out professional graphic quality with
      so little effort.
