stuck with PayPal. need suggestion.

I need to send $10 to a PayPal account to another guy. but my country is out of PayPal system.
I have credit cards to pay.
if any of the following options is available please let me know :

1. any trusted website which allows credit card to PayPal transfer.
2. any kind guy who has PayPal to send me $10. I will send him the money through odesk. he will get a job record and feedback from me there.

now please help me. on this issue.

    Your best option is to find someone who will allow you to pay them by credit card, who in turn will pay your guy the money owed.

    I think there are websites that provide this service, but I can't recommend any from experience.
