Non-US - ever been asked to fill out a W-7 IRS form?

Someone I promote for says that I need to have an ITIN from the US IRS even though I am from Canada. I've never had this happen before. Is this normal procedure? Thanks

I don't think it is necessary.. There must be some other exemption forms to fill-up.
