Just looking for clear answers on this. Maybe someone here can point me to some good resources on this topic. Is it allowed? Are there requirements that must be followed? etc...

There is a DO NOT CALL List in the US but if you use Philippines-based or India-based outbound callers, you should be okay.

To my knowledge, the U.S. do not call list applies only to calls to consumers, not b2b - but you can easily research this yourself on the FTC website, or google "do not call list" for more info.

And if you want to call consumers, I don't think you can hide too easily by hiring offshore telemarketers to do your work for you. The fines are pretty stiff for violating the DNC list rules so I wouldn't even think of attempting that.

If you're in another country, google and find out what telemarketing regs may apply to you.

You should ask this in the "offline marketing" section of this forum. It has people who do cold calling everyday. They would know.

B2B cold-calling is legal in the U.S. - however, certain rules still apply, just as with the canSPAM act. Do your research...don't take someone's advice regarding something that could land you in hot water unless he/she is your attorney.

You haven't said where you are.
If you are in the UK try this...
say to the caller "hang up immediately or I will report you to BT"

Then ring BT customer service and make a complaint about the last call on your line.

Then email BT and make a further complaint about spam callers, it works for a long time, BT take complaints about their service seriously.

Plan B and C, if you don't want to take the trouble to kick up a stink.

Let the dude finish talking, then say "Okay I have listened to you now do you want to buy a refrigerator?"
