i am developing a site and one of the ways i am going to make money is by selling ad space for a specific niche but this niche is state and county specific. Therefor the ad space i sell to individuals needs to be displayed to the user based on where their located.

I am not using a database.

(if you understand the above you dont need to read this)
In other words when the person visiting the site and they are in mission valley san diego, i need an ad to appear based on mission valley san diego.

HOW DO I DO THIS?

First, you do need to have a database.

Second, you will want to link each Ad with the IP Address for specific city. You can find these scripts online (Google it)

So, if someone visit you from San Diago, once he visited the website, you will take his IP Address and look it up to determine which city is he in right now. The next thing you display for him the ad for that city.
