You have three options:

- Go to Fiverr, Freelancer.com, Odesk or wherever cheap writers are plenty, and take a massive gamble by hiring a writer who will probably copy-and-paste whole paragraphs from other sites and make a few changes to make their work Copyscape-passable. No one will be the wiser.

- Write it yourself. Why spend money when you can write it yourself? Instead of hiring a cheap writer who will probably copy-and-paste whole paragraphs from other sites and make some alterations to make your article look new (when in fact it isn't), why not keep the money? You'll be better off saving that money to purchase the latest spinning software. There's no difference anyway.

- Look around and find the best writer you can find. Check out his credentials and portfolio. Pay good money and get a huge return on your investment. People will notice your articles and love it. Google will love it no matter what Penguin or Panda or Parrot or Pigeon update they are planning.

I have used fiverr services before. you may have to do some 'trial and error' before you find a good writer but once you do it's good to stick with them. they usually go out of their way to overdeliver knowing that you will buy their services again in the future

How about Elance, Freelance and Bloggers.com. You say how much you are willing to pay and you can get proposals. For a few extra bucks, you can even get some quality work that will really make your website pop. As a writer myself, I can tell you that nothing good can come out of a cheap text written with one eye shut.

Why don't you check oDesk? I am sure you will find great and cheap writers with excellent writing skills. All my copywriters are from oDesk and I am very satisfied with their work.
