Hmmmm, you may have an uphill battle trying to find one that accepts PayPal!

This one can be linked to your savings, etc account, probably as close as you will get, to a VCC, that accepts PayPal to transfer funds into your VCC.

They do require 3 points of verification, to verify your address, etc but most, (if not all) online company's accept this VCC!

And it is a reputable company!

Payoneer does...but by the time you pay the fee and wait for it to load, you would be better off sending the paypal funds to your bank account and then putting the money onto a WALMART card.
