Ebay doesn't get involved in the payment process. They use a Paypal gateway that integrates with the auction transaction, but it's strictly between the buyer and seller. Bottom line, they don't hold or release funds.

PayPal will release payment holds after 90 days of consistent positive selling history, as long as you are fully verified.

Details change every once in a while, but this is generally how it goes. Some people have reported that they had to reach a certain amount of positive feedback on eBay before PayPal would discontinue their payment holds, but because I max my monthly allowed listings, I have no idea what this number is or if it even exists.

I haven't sold on eBay in years but I've heard that much has changed with requirements for new sellers, etc.. However, as John stated, eBay doesn't get "directly" involved in Paypal holds.

If there is a dispute on eBay, there will also be a hold on PayPal as well - and vice versa. eBay owns PayPal.

Here are the 3 condition YungNic:
    1. You must have an Ebay account in good standing for 90 days after opening your account (as said by Silas)
    2. You must have made 25 transactions
    3. You must have made $250
    All the best!

He is not asking on the process of getting paid, he is inquiring for more information when PayPal removes their 21 day Payment Holds from all incoming eBay transactions.
