Effect of Changing Webhosts on Penalized Sites?

Has anyone with penalized sites from Panda/Penguin been able to regain rankings by moving the site to a different webhost?

If so did you change the content or keep it the same?

    Generally the penalty subsides over time. It usually takes at least 6 months. Assuming you didn't do anything really egregious, maybe you just did too much link building, you will slowly get better over time. Quality content and only very good incoming links (no "link building) should be enough. A new IP probably wouldn't hurt.
