Another Backlink question

I am in the Netherlands. I have a simple question, but the answer is hard to find. Do backlinks from english websites improve my ranking in the Netherlands. But thats not all. I don't just want to link everything. (pfff how do I say this...) I want to use backlinks from phrases that are equal is dutch and english. So I don't do:
Weight loss > afvallen (afvallen is dutch for weight loss), but more like
dating websites (english) > dating websites (dutch) (people search exactly the same phrase in the Netherlands)
