Odesk, when will I learn never to use it?

I have had way more bad than good experiences on this site.
I posted a job on elance and odesk. The quality on elance is obviously better, but there is just not much activity by way of applications.
Posted a description with a "code word" at the bottom, and about 2 out of 30 applicants use it.
People will apply seemingly with no regard for the description. Lots of times I will see the same "portfolio" sites in several proposals. WTF?
Any other sites to recommend? I have a very specific need for a programmer with NationBuilder experience, but am coming up short.

    Before working full time in IM, I was a freelancer and worked at rentacoder, elance, freelancer.com . What can I say is that I enjoyed elance best as a freelancer. But buyers posted the same job on elance and rentacoder and in other places too. Since the indians at rentacoder bidded less, only 1/10 of the jobs on elance got awarded. Considering this, I don't think it worthed my time to post a personalized review to every job since only 1/10 were awarded. Instead, I tried to look if the job was posted elsewhere before, or if the poster has a good award ratio. I know that copy and paste proposal don't work and I never did that. But even if I was careful where to post, there was still a good ratio of jobs that was never awarded. This is the reason why people on elance copy and paste the proposal and portfolio.

    That was smart using a code word in your description...I do that too

    I've had the same response, usually just a few people will actually give the code word but it doesn't matter where you post it, you'll probably get the same results.

    The good news is, all you need to do is find 1 or 2 good people (which is the part that takes some time initially) and then when you do, you can use them over and over again. They are out there, but it will take some time and effort finding them.
