      If you build a general list of people who are interested in practicing medicine, are you building a list of doctors or a list of potential doctors?

      Neither one is wrong. Point is, you should know exactly who you want to target and work to add those people to your list.

    If you build a general list of people interested in making money online, you should treat them like consumers. As others have pointed out, the majority will be coming from a consumer mindset. What the actual percentages are (consumer vs. business) doesn't matter.
