Hmmm, I know someone did one as a wso. Then there was a wso where the pop up was like a little personal message that came up on the bottom right part of your screen.

I didn't buy either so sorry about not knowing the names.

There are some free plugins, but Actionpopup is probably the best paid option.

Actionpopup is definitely one of the more popular, are you trying to just display a message or do you want to capture emails as well?

I'm using Hybrid Connect and I found it to be the most complete and flexible. Popup Domination or Premium List Magnet are also good options.
