Need your adivise : Opening a foreign bank account & integration with paypal

I have searched for few threads related to my subject but not found a complete solution.
My question is - I am from India and I am looking forward to start a business wherein I will be receiving money from foreign clients and will be paying them to their paypal account.
Receiving money via paypal is not problem here but sending payment out via paypal with Indian bank account is not possible, paypal accepts credit card only for sending payment to another paypal account however every credit card has some credit limit.
Please advised me if you have gone through above such situation.
